Comprehensive planning studies a variety of aspects of a community to understand strengths, weaknesses, opportunities, and vision for the future. A comprehensive plan becomes a guiding policy document that outlines goals, principles, and priorities to aid the elected and appointed officials, as well as staff, in decision making over the next decade.
The City of Farmington is currently in the process of updating the City's Comprehensive Plan. The purpose of the comprehensive plan is to positively guide the future development of the city. It includes historical, physical, and demographic information about the city. It also addresses topics such as transportation, land use, housing, public works, and parks and open space.
Two key elements of the comprehensive plan are the Land Use Plan and the Major Street Plan. The Land Use Plan is a plan for the general layout of the entire city in terms of general types of land use and the major street plan defines future street corridors which should be preserved.
It is necessary to amend or update the comprehensive plan from time to time in order to keep pace with changing conditions. Since the first comprehensive plan was adopted by Farmington in 1964, there have been four major updates. The most recent update, made in 2011 involved input from people from all around the city including citizen advisors, planning commissioners, and elected officials, as well as city staff and paid consultants. The City plans to formally adopt a newly updated plan in 2026.

Who participates in the planning process?
The planning process takes a coordinated effort between multiple groups of stakeholders. Each phase of the engagement will work to incorporate the expertise of city officials, a steering committee, industry leaders, and the residents and community leaders of Farmington.
This includes collarboration between City Council, City Departments, Community Members, the Planning & Zoning Commision, and the Comprehensive Plan Steering Committee.

Process & Timeline
Phase 1: Existing Conditions
February 2025 - July 2025
The project team will collect and analyze a range of data and information including reviewing existing plans, regulations, policies, and programs, studying demographic and market trends, and assessing physical conditions.
Phase 2: Land Use Planning
July 2025 - September 2025
The team will work with Steering Committee to identify parts of the community that have experienced significant change in recent years or might need additional planning. The team will work to create strategic land use and development scenarios to study the impacts of desired change and consider different paths for the future.
Phase 3: Objectives & Key Results, Plan Development, and Adoption
September 2025 - March 2026
The Objectives & Key Results will serve as the framework for the Comprehensive Plan document, detailing how broad goals that comprise the community’s vision can be achieved over the next 20 years with actionable implementation steps. The Project Team will write the Plan and guide City Staff through the adoption process.
