The Development Services Department is dedicated to assisting developers, contractors, business owners, homeowners, and the citizens of Farmington with compliance with the City of Farmington Zoning Ordinances and Building Codes. The department reviews plans, issues permits, and conducts inspections in accordance with the city’s building codes. We strive to work closely with those we serve to efficiently administer the appropriate zoning or building regulations in a collaborative, consistent, professional and transparent manner.
Tim Porter serves as the Development Services Director. He has been with the City of Farmington since 1995 and began his tenure as Director in July of 2017. He works closely with the Planning and Zoning Commission, the Historical Preservation Commission, the Building Code Advisory Board, the Board of Adjustment, and City Council on matters related to planning, zoning, and building code enforcement.
Zach Tedford has been employed with the City of Farmington since 2015. He first served as a Building Inspector and was promoted to Code Enforcement Supervisor in 2023. Zach performs both residential and commercial inspections and ensures compliance with the International Building Code.
Carla Rasnick has been with the City of Farmington since 2021. She began her career with the city as a utility clerk, and in 2024 she became the Development Services Coordinator. Carla coordinates the inspection schedule with our building inspectors, assists with permit applications, ensures legal compliance for public hearings, prepares agendas and records minutes at meetings, collects fees, and oversees the contractor licensing process.
David Vinson serves as a Building Inspector. He has a background in both commercial and residential construction and began his work with the City in 2023. David performs residential building inspections and ensures compliance with the International Residential Code.
Hank Priest, our Code Enforcement Officer, has been employed with the City since 2026. Hank is a U.S. Army Military Police veteran and has extensive experience in law enforcement. Using the International Property Maintenance Code and the City ordinance related to Dangerous Buildings, Hank works hard to ensure property is maintained in accordance with code.
