Farmington City Light and Water is dedicated to providing the highest achievable standard of public service to all who live, visit, or work in Farmington. Our staff provides exceptional customer service by assisting with any questions or concerns you may have with your utility account.


Apply for Utility Services


To establish service, City Light and Water requires all residential and commercial customers to complete a Request Utility Services online form or visit our office. Customers must also provide a copy of their rental agreement (lease) or proof of ownership, as well as a valid driver's license.


A deposit or letter of credit from a previous utility service is required.

Before a consumer is allowed to use electrical current from the electric distribution system of this City, they shall make a deposit for Electric. All deposits will be refunded after two years of good credit, which means the consumer shall not have been in arrears during the preceding two years.


All new residential customers that can establish that he/she had a previous service account with an electric or water utility account for a period

of months for which all undisputed charges were satisfactorily paid shall not be required to make a deposit.


Deposit Amounts:

  • RESIDENTIAL

    Homeowner without electric heat    $50.00

    Homeowner with electric heat          $100.00

    Leasing without electric heat             $100.00

    Leasing with electric heat                   $150.00


    Before a consumer is allowed to use water from the waterworks system of this City, they shall make a deposit for Water and Sewer.


    Homeowner/Leasing with Water       $15.00

    Homeowner/Leasing with Sewer       $25.00


  • COMMERICAL

    General service, not less than one hundred dollars ($100.00) nor more than one thousand five hundred dollars ($1, 500.00).


  • HYDRANT METER

    Hydrant Meter Deposit:

    3/4" hydrant    $100.00

    2 1/2 hydrant   $300.00


    City Light and Water requires customers to fill out a form for renting hydrant meters along with a deposit.  Temporary service up to one month is $50.00, a weekly charge after the first month is $10.00. All water used, per cubic feet is $5.50.

  • RENTAL LIGHT

    A non-refundable and non-transferable installation fee of $100.00 will be charged when the light is installed on an existing

    utility pole. If it is necessary to install a new pole, the customer will be required to pay for the actual cost of the installation

    including all equipment, labor and materials.


Forms of Payment


Online


Online access to your account provides you with the option to pay a utility bill, review account information, utility consumption, and pay history. Online payments can be made using an e-check drafted from your bank account or with a credit or debit card that contains the Visa or Mastercard logo. To make an online payment, click here. A copy of your bill will be needed to ensure proper entry of the account number and location. 


Auto Pay


Your bill amount is automatically debited from your bank account on the due date. For a more consistent withdrawal, it is recommended

that you sign up for budget billing in conjunction with auto pay. To register for auto pay to have the payment come out of your bank account automatically using Electronic Fund Transfers (EFT), download the EFT Form and return it to the Utility Billing Office. If you are a new customer, you may also sign up when you request services online.


Mail


You may mail your check or money order payable to City Light and Water, 101 S Jefferson Street, Farmington, Mo 63640-1719.


Drop Box


You may place your check or money order (NO CASH) payment in the drop box which is located on the sidewalk next to our office at 101 S Jefferson Street in Farmington.


In Person


Our office is open Monday-Friday from 8:00am to 4: 30pm, except for holidays.




Billing Information


2024 Updates


In October 2024, Farmington City Light & Water implemented a new utility billing software with improved features to increase the efficiency of our utility billing process. Details are outlined in the 2024 Utility Billing Updates document.


Paperless Billing


To receive your monthly statement via email, please call us at 573756-2620, email citylightandwater@farmington-mo.gov, or stop by our office. Customers who sign up for paperless billing will receive a one-time $10 bill credit.


Primacy Fee


There are two fees which appear on your bill one time each year. These fees are titled on your bill as "Sewer Fee" and "Water Primacy Fee". These are annual fees that the City is required to collect and forward to the Department of Natural Resources.


Late Fee


A late fee is assessed at a rate of 1.5% of any unpaid balance remaining after the bill due date.


Reconnection of Utilities


If your meter is disconnected for non-payment, reconnection fees of $50.00 during business hours or $100.00 after business hours and on weekends or holidays will be assessed. 


United Way Contributions


You may make contributions to the United Way of St. Francois County through your utility bill. Visit our office to make your contribution.


Do you think there is an error?


If you believe there is an error with your bill, you must dispute the charge in writing, in person, or by phone at least 24 hours prior to your disconnect date. The undisputed portion of the bill must be paid in full to avoid disconnection of services.


Need help paying your bill?


Energy Assistance


You may qualify for energy assistance through East Missouri Action Agency. To apply, call (573) 431-5191 or go to eastmoaa.org.


Payment Agreement


If you do not qualify for energy assistance, you may be eligible for a utility fee payment agreement to defer your payment past the normal due date. The Utility Fee Payment Agreement is intended to provide occasional assistance to customers and should not be relied upon a regular basis to manage your utility accounts. Utility Rates

SECTION 720.130: ELECTRIC CURRENT MONTHLY RATES AND DEFINITIONS

A.   Residential Rate. 


The charge for electric current consumed by residential customers shall be as follows:


Customer charge

• $ 22.00 per month


Energy charge

• $ 0.1022/kWh


Winter energy charge

• First 1,500 kWh $ 0.1022/kWh

• Over 1,500 kWh $ 0.0958/kWh


Monthly charge

• $ 22.00


Winter energy charge shall be that energy consumed as evidenced by bills issued November 21st through March 20th of the following calendar year.


B. Schools and Churches Rate. 


The charge for electric current consumed by school and church customers shall be as follows:


Customer charge, single phase

• $ 35.00 per month


Customer charge, three phase.

• $ 45.00 per month


Energy Charge

• $ 0.1085/kWh


Minimum monthly charge:


Single-phase service

• $ 35.00


Three-phase service

• $ 45.00


C.  General Service–Small. 


The charge for electric current consumed by school and church customers shall be as follows:


Customer charge, single phase

• $ 35.00 per month


Customer charge, three phase.

• $ 45.00 per month


Energy Charge

• $ 0.1059/kWh


Monthly charge:


Single-phase service

• $ 35.00

D.  General Service–Large 


The charge for electric current consumed by general service-small customers shall be as follows:

 

Customer charge

• $ 85.00 per month


• All kWh $ 0.0809/kWh

• All kWh demand $ 7.30/kWh


Primary metering discount 1%

Ownership of transformers discount 2%


Demand charge shall be the maximum demand established by the consumer for any period of fifteen consecutive minutes during the billing period for which charges are determined as indicated or recoded by a demand meters. 


E. Dusk-to-Dawn-Lights


The rental charge including electric current for dusk-to-dawn lights shall be as follows:


Mercury Vaper - Monthly Charge:


• 175 Watts $8.50

• 400 Watts $20.00

• 1,000 Watts $35.00


High Pressure Sodium and Metal Halide - Monthly Charge:


• 100 Watts $ 8.50

• 150 Watts $ 10.50

• 250 Watts $ 15.50

• 400 Watts $ 18.50

• 1,000 Watts $ 35.00



Pole Rental:

• $2.75


A non-refundable and non-transferable installation fee of $100.00 will be charged when the light is installed on an existing utility pole. If it is necessary to install a new pole the customer will be required to pay for the actual cost of the installation including all equipment, labor and materials.

SECTION 705.160: WATER CURRENT MONTHLY RATES AND DEFINITIONS

Water from the waterworks system of this City shall be furnished through meters and the following rates for the use of water, for the period of one month billing cycle, are hereby established:


Water Rates: All of the following services within the City limits of the City of Farmington shall be subject to the following minimum rates regardless of the amount of water used:


• 5/8″ and ¾” Meter $ 8.00

• 1″ Meter $ 15.00

• 1½” Meter $ 22.00

• 2″ Meter $60.00

• 3″ Meter $ 100.00

• 4″ Meter $ 170.00

• 6″ Meter $ 395.00


For water furnished within the City limits of the City of Farmington the following shall apply:


All water less than seventy thousand cubic feet, per one hundred cubic feet:


• $3.10 per one hundred cubic feet.


For water furnished within the City limits of the City of Farmington to customers who exceed seventy thousand cubic feet per monthly billing cycle, the following rates shall apply:


All water less than seventy thousand cubic feet, per one hundred cubic feet:


• $3.10 per one hundred cubic feet.


All water in excess of seventy thousand cubic feet, per one hundred cubic feet:


• $3.75 per one hundred cubic feet.


For all water furnished outside the City limits of the City of Farmington with connection to City sewer works the following shall apply:


Minimum charge per month $10.00. All water less than seventy thousand cubic feet, per one hundred cubic feet:


• $3.65 per one hundred cubic feet.


For water furnished outside the City limits of the City of Farmington without connection to the City sewer works the following shall apply:


Minimum charge per month $11.10. All water less than seventy thousand cubic feet, per one hundred cubic feet:


• $5.05 per one hundred cubic feet.




Deposit for Hydrant use:


• 2  1/2  Meter $ 300.00 

• 3/4  Meter   $ 100.00


Temporary service and rental – up to one month:

• $ 50.00


Weekly rental charge after first month, per week:

• $ 10.00

All water used, per one hundred cubic feet:

• $5.50

SECTION 710.110: SEWER CURRENT MONTHLY RATES AND DEFINITIONS

All sewer services furnished by the City of Farmington to customers inside the City limits shall be subject to the following minimum

monthly fee, regardless of the amount of water service used. 


Residential

• $8.00


General Service and Industrial

• $10.00


In addition to the minimum monthly fee, the following sewer charges per one hundred cubic feet of water usage shall apply:


Inside City Limits-Residential

• $3.40


Inside City Limits-General Service and Industrial

• $3.65



Residential sewer service provided to customers inside the city limits where there is no connection to the public water supply will be

charged a monthly fee equal to six hundred cubic feet of water use for each connection to the public sewer system.


All sewer services furnished outside by the City of Farmington to customers outside the City limits shall be charged the following minimum

monthly fee, regardless of the amount of water service used.


Residential

• $20.00


General Service and Industrial

• $25.00


In addition to the minimum monthly fee, the following sewer charges per one hundred cubic feet of water usage shall apply.


Inside City Limits. Residential

• $8.50


Inside City Limits. General Service and Industrial

• $9.13


Residential sewer service provided to customers outside City limits that do not receive water service from the city will be charged a monthly sewer fee equal to six hundred cubic feet of water usage.
